Judge a ball across putter, driver, wedges, and wind

The instructor says the golf ball is the one constant across the whole equipment picture, so it has to deliver all-round performance: feeling good off the putter, flying great off the driver, and giving control in the wedges and in the wind. The instructor frames this as evaluating a ball against all of those together, not just one club.
