Set up to chip with weight forward, lead arm straight
At address for a chip, the speaker checks two things: the lead arm stays straight and the weight stays forward. With those in place, swinging the lead arm sends the wedge down into the ground, taking a small divot in front of the ball. He frames the chip as a smaller version of the full swing.
