The putter head swings on an arc because the shaft sits at an angle to the ground; if the shaft were at right angles there would be no arc. A more upright putter (a minimum of 80 degrees, not 90) has some arc but very little, while a flatter putter set at 68 degrees has more natural arc. The speaker's rule is that natural beats unnatural.
