Keep the trail foot down to slow the pelvis
Keeping the trail foot on the ground limits and isolates the body's movement so the pelvis slows down coming into impact. The instructor explains that in a good kinematic sequence one body part decelerates before the next one accelerates, so slowing the pelvis is what lets the following part speed up. He still rotates plenty far; the foot staying down is what slows the pelvis.
